Fayyad Warns: No Tax Money - No More PA
by Elad Benari

The Palestinian Authority may soon fail financially and cease to exist, its prime minister warned on Thursday.
Salam Fayyad warned that if Israel does not resume the transfer of tax revenues it collects for the PA, the entity will collapse economically and thus cease to exist. Already now, Fayyad claimed, the PA cannot pay salaries to its employees.
Channel 10 News reported that Fayyad made the comments following a meeting with Norway’s Foreign Minister Jonas Gahr Støre. According to the report, Fayyad said that the collapse of PA institutions “is advancing rapidly toward the point at which they will stop operating.”
“We have no money,” Fayyad was quoted as having said. “It’s not about donations or international assistance we receive,” he added, blaming the Israeli decision to freeze the taxes it collects for the PA as being the reason for the impending collapse.
A recent World Bank report, while admitting that the PA is undergoing a financial crisis, said the crisis was primarily due to the lack of donor countries fulfilling their pledges to fork over billions of dollars to Ramallah. http://www.israelnationalnews.com/News/News.aspx/147786#.TtNaNNWvkVp
Israeli officials decided to halt the transfer of taxes to the PA as part of a round of sanctions against the entity, following its ascension as a 'full-member state' to UNESCO. Last week, Israel's cabinet voted to maintain the freeze. Israel transfers some $100 million in tax payments to the PA every month.

Foreign Minister Støre reportedly said Fayyad is correct in saying that the PA will soon cease to exist, and compared the Israeli decision to waterboarding, the method of torture used by the United States on security prisoners, when interrogators simulate drowning by pouring water on the head of the prisoner.
“This is waterboarding-style torture, only that it has to do with the economy,” Støre was quoted as having said.
On Tuesday, United Nations Secretary-General Ban Ki-moon asked Prime Minister Binyamin Netanyahu to resume the transfer of taxes to the PA, saying that transferring tax money to the PA would be in line with Israel’s legal obligations.

Netanyahu to France:Thanks but No Thanks on Talks with PA-Hamas
by Chana Ya'ar
5 juni 2011, Sivan 3, 5771
Prime Minister Binyamin Netanyahu thanked France for doing its best to help Israel and the Palestinian Authority reach a final status agreement but said no thanks to talks with a PA government that includes a non-repentant Hamas.
French Foreign Minister Alain Juppe, who arrived in Jerusalem on Wednesday, has invited the prime minister and PA officials to attend a Paris peace conference in late June.
PA Chairman and Fatah leader Mahmoud Abbas has accepted the French proposal to attend talks “about President [Barack] Obama's vision... in which he spoke about a [Palestinian] state with the '67 borders with borders with Israel, Egypt and Jordan.”
http://www.israelnationalnews.com/News/News.aspx/144744
Netanyahu praised the French foreign minister for his efforts in the service of peace but was not quite so quick to leap into the net. It is impossible to negotiate, much less reach a peace agreement, he reminded, with an entity devoted to the destruction of its “peace partner.”
The proposal comes as a possible face-saving measure for the Palestinian Authority as chances increase that its bid to ask the United Nations to accept its creation as an independent country in September may fizzle.
http://www.israelnationalnews.com/News/News.aspx/144487
Speaking at the opening of the government's weekly Sunday cabinet meeting, Netanyahu told the ministers, “We will study the proposal and discuss it with our American friends as well,” Netanyahu said.
However, he said, “We would also like to emphasize and reiterate: Negotiations will not be conducted with a Palestinian [unity] government, half of which is Hamas, a terrorist organization that seeks to destroy Israel. I made it clear to Foreign Minister Juppe that Hamas must adopt the Quartet principles,” Netanyahu said.
“If the claim that there is a new spirit in Hamas is true, then it can find expression in the release of [IDF soldier] Gilad Shalit. If Abu Mazen (PA Chairman and Fatah leader Mahmoud Abbas) has such good ties with Hamas, he can pressure it to release Gilad. In any case, Hamas is not exempt from meeting the Quartet's conditions,” the Prime Minister added.
Shalit was abducted from an IDF outpost near the Kerem Shalom crossing with Gaza on June 25, 2006 by operatives from the Gaza-based Hamas, Popular Resistance Committees (PRC) and Al Qaeda-linked Army of Islam terrorist organizations. His condition and whereabouts are still unknown.
Hamas, Islamic Jihad Break Unity with Abbas over French Offer
5 juni 2011, Sivan 3, 5771
by Tzvi Ben Gedalyahu
Hamas and Islamic Jihad have broken ranks with their new ‘Unity” partner Mahmoud Abbas after he accepted a French offer for talks with Israel.
http://www.israelnationalnews.com/News/News.aspx/144744
Abbas, head of the rival Fatah faction and chairman of the Palestinian Authority, said he welcomed the offer of French Foreign Minister Alain Juppe for "talks about President Obama's vision ...in which he spoke about a (Palestinian) state with the '67 borders with borders with Israel, Egypt and Jordan."
Prime Minister Binyamin Netanyahu told the Cabinet Sunday morning there can be no negotiations with Abbas so long as Hamas remains a partner in his government. Hamas-Fatah unity is a lynchpin for any diplomatic initiative by Abbas, who cannot claim to represent Gaza without the presence of Hamas, the de facto ruler in the region.
The two rival factions signed a unity deal in Egypt last month after four years of openly bitter relations following the Hamas military coup that ousted Fatah as the ruling force in Gaza.
The new unity pact is seen as more superficial than substantial, as evidence by reactions to Abbas’ acceptance of Juppe’s offer.
Salah al-Bardaweel, a senior Hamas leader in the Gaza Strip, told the Chinese news agency Xinhua that Abbas' acceptance "was a hasty step; it is a wrong step and meaningless. It would again bring us to an empty circle of absurd talks that will again hurt the internal Palestinian unity.
"What is needed is that Abbas should immediately stop making unilateral decisions. He should consult with the other political powers and factions if he is really committed to the signed reconciliation agreement.”
Dawood Shihab, spokesman of the Islamic Jihad movement, told Xinhua that resuming talks with Israel "means returning again to the empty circle, to the waste of time and serving Israel's interests."
Popular Front for the Liberation of Palestine’s Emad Abu Rahma charged that the French initiative "aims at blocking the Palestinians from applying to the United Nations…. Abbas made a mistake although he knows the final outcomes of resuming such talks with Israel. We call on Abbas to reject these initiatives and stop talking to Israel."
A senior Palestinian Authority official told foreign media that Abbas accepted the French bid because it is becoming increasingly apparent that the Arab League will not succeed in bringing to the United Nations General Assembly a motion to declare the PA as a country based on the non-negotiated borders that it demands.
Arab League Goes for Broke, Officially Abandons ‘Talks’
by Tzvi Ben Gedalyahu

The Arab League has snubbed U.S. President Barack Obama and officially abandoned the path of “negotiations” with Israel for creating a Palestinian Authority state and will ask the United Nations to do so.
http://www.israelnationalnews.com/News/News.aspx/144211
The 23-member League, which includes the Palestinian Authority, said on Saturday in Qatar that it backs PA Chairman Mahmoud Abbas' strategy for the United Nations to recognize the PA as a country based on its unilateral demands that it wants Israel to accept before “negotiations.”
http://www.israelnationalnews.com/News/News.aspx/144241
The League held out the option of not turning to the United Nations if Israel shows it is “ready” to accept a Palestinian Authority state based on the Saudi Initiative of 2002, which includes the immigration to Israel of several million Arabs living in foreign countries, which have refused to grant them citizenship and a turning the 1949 indefensible Armistice lines into borders..
Turning to the United Nations is a direct dismissal of President Obama’s insistence last week that it is not practical to ask the UN to recognize the Palestinian Authority as an independent country.
The president said, “I strongly believe that for the Palestinians to take the United Nations route rather than the path of sitting down and talking with the Israelis is a mistake.”
In an interview with the BBC, he pointed out that it is not practical for the PA to be recognized by the United Nations. “Hamas still hasn't recognized Israel's right to exist and renounce violence, or recognize that negotiations are the right path for solving this problem,” he said. “And it's very difficult for Israel in a realistic way to say we're going to sit across the table from somebody who denies our right to exist. And so that's an issue that the Palestinians are going to have to resolve."
Earlier last week, President Obama disappointed the Arab world by not directly talking about the issues of the status of Jerusalem and the issue of foreign Arabs that Abbas wants to flood Israel. The president said Israel and the Palestinian Authority should discuss the two issues after agreeing on the boundaries of a proposed PA state.
http://www.israelnationalnews.com/News/News.aspx/144372
"In these circumstances, it seems better to me that we freeze discussion of the peace process until there is a partner ready for peace," said Qatari Prime Minister Sheikh Hamad bin Jassim bin Jabr al-Thani, who chaired the Arab League meting in Doha.
"The sound path is going through the United Nations and political struggle," Arab League Secretary General Amr Moussa, told Reuters. "I believe that negotiations have become futile in light of all of these "nos." What will you negotiate on?"

Poll: Where do PA Arabs See Themselves in the Mideast Turmoil?
by Maayana Miskin
6 maart 2011, Adar 30, 5771
Palestinian Authority Arabs are pessimistic regarding their situation, and most would support a non-violent way to reunite Fatah and Hamas and form a state. However, when asked if they expect a youth revolution in the West Bank similar to those that occurred in Tunisia and Egypt, only 22.8% said yes,31.3% said no, with the rest undecided, and 27.2% explained that they felt that Palestinian conditions are different from those in the Arab countries.
Researchers questioned 1,360 PA adults, 860 of them from Judea and Samaria and the remaining 500 from Gaza. The poll was conducted on February 24-26.
The majority of respondents were pessimistic regarding the future, with 54.1% expressing concern regarding the state of the PA economy and 61.8% saying they fear for their lives, their family and their property under the PA..
Of those surveyed, 80.1% said they support the protest movement in the Arab world that has seen leaders toppled in Tunisia and Egypt, and regimes threatened in Libya and Bahrain.
Still, despite uncertainty about their future and support for Mideast protests,, they do not embrace the idea of turning their own lives upside down. Close to 75% said they would support a non-violent popular movement among Arabs in Judea, Samaria and Gaza aimed at getting their government to bring an end to the Fatah-Hamas schism, a move that would unite actively anti-Israel and terrorist Hamas with Fatah.
On the other hand, more than 76% said they would support a popular uprising aimed at forcing Israelis to leave Judea and Samaria, but in this case non-violence was not mentioned. The question of non-violence is irrelevant, since attempted violence against Jews is ongoing.
Peace was also a non-issue. Only 19.6% expressed support for peace talks, while 77.6% said the PA should continue to refuse to speak to Israel unless Israel forbids Jews to build homes east of the 1949 armistice line.
Even the 19.6% who remained in favor of talks were not all optimistic: just 18% said they believe an end to the Israel-PA conflict is possible at this time.
Despite the strong support for unifying Hamas and Fatah, 56.5% said they prefer PA Prime Minister Salam Fayyad, the current second in command to Chairman Mahmoud Abbas, running their lives, to Hamas' Gaza head, Ismael Haniyeh. Just 19.2% said Haniyeh would be preferable to Fayyad.
PA Negotiator Erekat Steps Down
by Maayana Miskin
13 februari 2011, Adar 9, 5771
The Palestinian Authority's top negotiator, Saeb Erekat, resigned Saturday over the Al-Jazeera leaks scandal, in which the popular Arab station Al-Jazeera published documents that purportedly showed that the PA had agreed to several concessions during talks with Israel. http://www.israelnationalnews.com/News/news.aspx/141903
The PA has denied the validity of the documents and says it never agreed to compromise on issues such as control of Jerusalem and the Arab demand that the descendants of Arabs who fled pre-state Israel be allowed in Israel.
Erekat continued to deny that the documents were accurate while announcing his resignation. He said he was assuming responsibility for “the theft of documents,” but that the documents had been tampered with before they were published.
Hamas expressed satisfaction with Erekat's resignation, and claimed that it proved that the Al-Jazeera documents were accurate.
When the documents were first published, Erekat accused Al-Jazeera of trying to “bring down the Palestinian political system” by provoking a revolution.
A senior Israeli analyst suggested Erekat may have been correct. Al-Jazeera has an agenda to de-legitimize the PA, said Pinhas Inbari. The result of the report would be to leave the PA without the support to declare statehood, but also unable to make concessions to Israel and thus unable to negotiate, he said.
Erekat had also accused Israel and the United States of being behind the Al-Jazeera report. In addition, he accused Qatar, the home of Al-Jazeera, of investing in Jewish communities.
Erekat's commitment to negotiations with Israel has been called into question in recent months over his insistence on the Arab “right of return,” and his praise for a PA terrorist who murdered an Israeli minister.

Al-Jazeera Against Fatah, Abbas
by Hillel Fendel
Published: 01/27/11, 2:41 PM
A position paper by a senior policy analyst at the Jerusalem Center for Public Affairs states that leaks of Israel-PA talks by Al-Jazeera are designed to harm the PA and block resumption of talks with Israel.
Pinhas Inbari, a veteran Palestinian Authority affairs correspondent and the author of books such as “The Palestinians: Between Terrorism and Statehood,” writes that Al-Jazeera has an agenda to de-legitimize the PA in the eyes of its residents and the Arab world.
Over the past week, the Qatar-based Arabic-language satellite TV station and international news network has been publishing documents leaked to it from the PLO Negotiations Support Unit – causing great damage to the PA negotiators. “Now, after Al-Jazeera has brainwashed Arab minds with charges of PLO treason,” Inbari writes, “no declaration of statehood can be expected. Neither will there be a resumption of negotiations with Israel since the Palestinian team will stick to the most hard-line positions possible.”
http://www.israelnationalnews.com/News/news.aspx/141990
The leaked documents indicate that the PLO negotiators and leadership conceded to Israel on three main points: The relatively small number of Arab “refugees” to be allowed to enter Israel; allowing Israel to keep most Jewish neighborhoods in what is known as eastern Jerusalem; and collaborating with Israel in fighting Hamas terrorists.
According to the leaked documents, Inbari writes, the PLO negotiating team “relinquished all Jewish neighborhoods in east Jerusalem except for Har Homa - including Ramot Shlomo, the Jewish neighborhood that sparked the crisis between Israel and the U.S., and Sheikh Jarrah, now a location for demonstrations by international supporters of the Palestinian cause.”
The papers also quote PA chief Mahmoud Abbas in an internal briefing to PA officials as saying, "We cannot demand the return of millions, as this will end Israel."
Inbari indicates that Al-Jazeera purposely overlooks the firmness with which the PA adhered to some of its positions. For instance, the PLO team "was adamant in refusing to agree to Israeli demands to keep the settlement blocs. For example, the Palestinians demanded the dismantling of the city of Ariel (pop. 17,559), and they were ready to consider leaving Israelis living in Ma'ale Adumim (pop. 34,324) only if the Jewish city adjacent to Jerusalem was under Palestinian sovereignty.” He also raises the possibility that some of the leaked documents are simply forgeries.
In response to the Al-Jazeera campaign against Abbas and his Fatah organization, Fatah gunmen attacked Al-Jazeera studios in Shechem (Nablus) on Wednesday. They damaged equipment, though no one was hurt.

Arab Prisoners Not Good Enough for PA 36 Israelis Killed Saving
by Elad Benari
12 december 2010
A minister in the Palestinian Authority government has made claims that Israel was too slow in evacuating the prisoners in the Damon prison on the day of the outbreak of the Carmel forest fire, the Palestinian Media Watch (PMW) website reported.
According to the report, PA Deputy Minister of Prisoners, Ziyad Abu Ein (a member of the Fatah government headed by PA President Mahmoud Abbas), said in a television interview the very day of the fire that Israel was not concerned about saving the lives of the Arab prisoners and was being intentionally slow in moving them away from the fire zone. All of the prisoners were saved.
PMW presented the transcript of the broadcast which aired on PATV. The host asks Abu Ein: “Do you have information about the response speed of the Israeli Prison Service in transferring the female prisoners from the Israeli prison, or did they take their time and create a lag?”
Abu Ein responds by saying that IPS indeed created a lag, causing the Arab prisoners to be endangered. He adds that “had there not been Israeli criminals or Jewish prisoners in this particular prison, it would have been even slower... “
Abu Ein then goes on to say that had the fire occurred in the Negev, Nafha or Be'er Sheva prisons, in which there are only Arab security prisoners, the danger would have been even greater.
“The presence of hundreds of Israeli prisoners in this prison [Damon] spurred the ending [of the fire] and the evacuation of the prisoners. But still it was very slow,” claimed Abu Ein.
What Abu Ein neglected to mention in the interview is the fact that IPS sent a bus carrying cadets for the purpose of assisting in evacuating the prisoners in the Damon prison to safety from the fire. The bus was caught in the fire, which began spreading at great speed, with no chance of getting out. 36 of the cadets who were on the bus burned to death. http://www.israelnationalnews.com/News/News.aspx/140968
In addition to the cadets, four other people, including three senior police officers, among them Haifa Commander Ahuva Tomer, were caught in the flames and were killed while trying to rescue the cadets on the bus. http://www.israelnationalnews.com/News/News.aspx/141009
The fire also claimed the life of 16-year-old Elad Riven, a volunteer firefighter who put his own life in danger in order to assist the cadets who were trapped on the bus. PMW pointed out that Abu Ein's appearance on PATV took place after the tragedy of the bus was announced. http://www.israelnationalnews.com/News/News.aspx/140987
Argentina, Uruguay Recognize PA as a State
by Elad Benari
Dec 7 '10, Kislev 30, 5771
Argentina announced on Monday that it recognizes a Palestinian state, calling Palestine “a free and independent state within its 1967 borders,” The Associated Press reported. According to the report, Argentina said the announcement reflects its frustration at the slow progress of peace talks with Israel.
Argentinean President Cristina Kirchner informed Palestinian Authority President Mahmoud Abbas of the decision, Argentine Foreign Minister Hector Timerman said. He said that Argentina is “deeply frustrated” that the goals of the 1991 peace talks in Madrid and the Oslo Accords of 1993 still have not been reached. “The time has come to recognize Palestine as a free and independent state,” he was quoted in AP as saying.
Timerman added that Argentina also “ratifies its irrevocable position in favor of the right of Israel to be recognized by everyone and to live in peace and security within its borders. Argentina's decision to recognize the Palestine state is based in the desire of its authorities to favor the process of negotiation aimed at ending the conflict.”
Argentina’s announcement comes only several days after Brazil announced that it recognizes the Palestinian Authority as a new independent Arab country. Brazil’s President Luiz Inacio Lula da Silva sent a letter to PA Chairman Mahmoud Abbas, in which he wrote that Brazil recognizes “Palestine” and hopes that the recognition will help lead to two states, Israel and Palestine, “that will co-exist peacefully and in security.”
Brazil’s announcement was criticized by both Israel and the United States, with Israel expressing “regret and disappointment” with the decision and pointing out that “recognition of a Palestinian state is a violation of the Interim Agreement signed between Israel and the PA in 1995,” a reference to the amended Oslo Accords.
The PA’s Foreign Minister, Riad Malki, praised Argentina's decision on Monday, telling The Associated Press: “It is really symbolic but it is important because the more countries that recognize the Palestinian state, the more pressure this will put on countries that are hesitant and on the peace process. If Israel keeps refusing to recognize the Palestinian state when other countries do, this will make a difference.”
Earlier on Monday AFP reported that Uruguay would also recognize the state of Palestine, and Malki told AP that he also expects Bolivia and Ecuador to follow. http://www.israelnationalnews.com/News/Flash.aspx/199408
Israel called Argentina’s announcement “regrettable”, echoing its criticism of Brazil. Abbas, on the other hand, said during his visit to Turkey, that he is “proud” of the decision.
“Uruguay will surely follow the same path as Argentina in 2011,” deputy foreign minister Roberto Conde told AFP. “We are working towards opening a diplomatic representation in Palestine, most likely in Ramallah.”
PA Threatens More Hands-On Jerusalem Activity
by Hillel Fendel
Nov 4 '10, Cheshvan 27, 5771
PA prime minister Salam Fayyad announces that not just in words, but also in actions, Jerusalem will be the “eternal capital of Palestine.”
In his most recent weekly radio speech, Fayyad announced that the Palestinian Authority provides, and will increasingly provide, municipal services in “all spheres” in Jerusalem. The city will be the “eternal capital of Palestine," he stated.
Fayyad thus continues his campaign to focus on Jerusalem as the capital of what he hopes will be the future Arab-Muslim state of Palestine. Earlier this week, Prime Minister Binyamin Netanyahu banned him from taking part in the dedication of a new Arab school in an Arab neighborhood of Jerusalem. Fayyad took advantage of the opportunity to declare that all of northern and eastern Jerusalem – including neighborhoods such as Ramot, N’vei Yaakov, Pisgat Ze’ev, and Gilo – actually belong to the Palestinian Authority.
Violation of Oslo Accords
Official PA activity in Jerusalem, such as maintaining headquarters, funding schools, paving roads and providing municipal services, is outlawed under the Oslo Accords.
Article XVII of the 1995 Israeli-Palestinian Interim Agreement on the West Bank and the Gaza Strip, also known as Oslo II, states that Israel retains full control of Jerusalem in all administrative and other areas, and bars the PA from exercising any authority or conducting any official activity in the city.
“Israel’s policies and decisions regarding Jerusalem will not change the fact that eastern Jerusalem is occupied Palestinian land," Fayyad told his radio audience, "which will be the eternal capital of Palestine.”
Another Violation
Despite Oslo, Fayyad has focused his efforts of late on strengthening PA control of Israel’s capital. Several months ago, he similarly focused on a campaign to ban consumption of Israeli goods produced in Judea and Samaria – another violation of a treaty, specifically, the Israel-PLO Economic Agreement signed in Paris in April 1994.
Fayyad’s talk included further incitement against the “settlers,” whom he accused of “daily terrorism against Palestinians” and attempts to “rip away the city from its Palestinian expanse, and to remove it from the map of the State of Palestine.”
“I repeat my call via the local broadcasting authority,” Fayyad said, “to all Palestinian institutions to formulate additional important initiatives [in strengthening PA control of northern and eastern Jerusalem], especially those that can be implemented quickly.”
Abbas' Term is Over; Will Fayyad Succeed Him?
Fayyad is seen by some – though others strongly disagree – as the future successor to Mahmoud Abbas, who is currently the Temporary Acting President of the Palestinian Authority (a designation to which Hamas objects). Abbas’ term in office ended officially nearly a year ago, yet he refuses to hold new elections for fear that Hamas will defeat Fatah.
Palestinians Say No to Negotiations without Full Building Freeze

Jerusalem, Nov. 16 - Palestinian officials said they won’t return to peace talks with Israel even if the country agrees to a three-month construction freeze the United States is pursuing as part of a package of incentives to revive the negotiations.
The Palestinians said they would only go back to the table if Israel imposes a comprehensive freeze.
"If (Israeli Prime Minister Benjamin) Netanyahu stops the settlements, we will go back to direct negotiations," said Saeb Erekat, chief negotiator for the Palestinian Authority. A spokesman for Palestinian Authority President Mahmoud Abbas echoed Erekat’s sentiment.
Meanwhile, a member of the Palestine Liberation Organization’s executive committee said in a statement that Palestinian leaders shouldn’t negotiate and instead push for unilateral declaration of a Palestinian state via the United Nations.
The latest round of Israeli-Palestinian talks began Sept. 2 but ended a few weeks later when Abbas walked away because Israel wouldn’t extend its voluntary 10-month construction moratorium. The Palestinian precondition for a freeze in order to continue the talks was a first since the two sides began negotiating 16 years ago.
The Palestinian refusal this week comes even before a vote by the Israeli government to approve the U.S. offer. Netanyahu presented the U.S. package to his cabinet Saturday (Nov. 13); the government is expected to vote on it Wednesday (Nov. 17).
Netanyahu, who has been pushing his government to approve the offer, said Monday (Nov. 15), “We are trying to resume negotiations with our Palestinian neighbors and promote peace accords with the rest of the Arab countries.”
Defense Minister Ehud Barak too spoke in favor of the U.S. offer at a gathering in Paris.
Netanyahu met with his seven senior cabinet ministers on Saturday to try to push through the U.S. offer, which includes 20 F-35 fighter jets worth $3 billion and other advanced weaponry as a security measure in exchange for an extension of Israel’s housing moratorium. http://www.latimes.com/news/politics/la-fg-mideast-20101112,0,6915702.story
The prime minister urged approval of the incentive package as an important gesture towards the Palestinians and a critical step towards creating a two-state solution for the Israelis and the Palestinians. The formula proposed by Secretary of State Hillary Clinton addresses Israel's security concerns in the region while fighting Israel's de-legitimization.
Netanyahu and Clinton met Nov. 11 for seven hours to restart peace talks between Israel and the Palestinians. Washington asked Israel to immediately freeze building in the West Bank and discuss the future borders of a Palestinian state. http://www.latimes.com/news/politics/la-fg-mideast-20101112,0,6915702.story
Netanyahu has received strong criticism and negative portrayal as "weak" in the Israeli media for trying to pass the formula, according to Israel Radio.
The U.S. administration will ask Congress to approve the incentive package in exchange for the building freeze.
Clinton Lays Groundwork for PA as Necessary for ‘Jewish State’
by Tzvi Ben Gedalyahu
Sep 15 '10, Tishrei 7, 5771
U.S. Secretary of State Hillary Clinton Wednesday morning laid the groundwork for arguing that Israel needs a new Arab state in order to remain “democratic and Jewish.”
Speaking with President Shimon Peres in Jerusalem at the opening of the second straight day of talks between Israel and PA leaders, Clinton stated, “The status quo is unsustainable” even if it can last for another 30 years. “The only path to ensure Israel’s future as a secure democratic and Jewish state“ is an Arab state, headed by the Palestinian Authority, “alongside” Israel.
The United States has adopted almost all of PA Chairman Mahmoud Abbas’s demands that a new PA state should include all of Judea and Samaria and parts of Jerusalem that were restored to Israel in the Six-Day War in 1967, nearly 2,000 years after the destruction of the Second Temple and the end of Jewish rule over the city. Many PA clerics and leaders deny that the Temples ever existed.
Clinton's speech effectively expresses the thesis that the continued existence of a “Jewish Israel” is dependent on transforming all of Judea and Samaria, where 300,000 Jews live, into a new country under the sovereignty of the Palestinian Authority.
She did not mention the building freeze on Jewish homes in Judea and Samaria, which is to expire in 12 days and which Abbas demands be extended as a condition for continuing discussions with Israel.
The Obama administration has made no direct demands of the Palestinian Authority, which continues a campaign of incitement http://www.israelnationalnews.com/News/News.aspx/139632 against Israel despite several previous agreements that conditioned future talks on a halt to agitation.
The State Department last week ignored a reporter’s query on what concessions the Palestinian Authority must make to Israel. Israeli government spokesman Mark Regev told Israel National News Wednesday that Prime Minister Binyamin Netanyahu insists on two things: that a new PA state be de-militarized—meaning without the capability to attack Israel with rockets and artillery—and that it recognize Israel as Jewish country.
The American strategy appears to give a ladder to Abbas, who has perched himself on a limb by refusing Prime Minister Binyamin Netanyahu’s demand that he recognize Israel as a “Jewish” country. “I hear the term two states” but not ”two peoples,” the Prime Minister told the Cabinet Sunday morning.
Clinton put the ball back in Israel’s court by implying that Israel cannot remain Jewish unless it surrenders areas that Abbas wants and which have been part of Israel for more than four decades.
Arab recognition of Israel as a Jewish state would virtually deny its demand that Israel allow the immigration of several million foreign Arabs who claim Israel as their ancestral home dating back to 1948, when the State of Israel was established.
A Culture of Hatred

The Israel Project
Educating for Peace in the Classroom: Israeli Textbooks Teach Children Acceptance and Peace with Palestinians
Despite economic progress and progress on the peace front, Palestinian leaders continue to promote a culture of hatred against Israel. This year, the Palestinian Authority and the ruling Fatah Party, led by Mahmoud Abbas, have named schools, summer camps and football tournaments after Palestinian terrorists while Palestinian politicians have propagated incitement over Jerusalem and the Temple Mount. The Oslo II agreement and the Road Map for Peace explicitly call for an end to incitement.
In contrast, when an Israeli Rabbi recently made inflamatory remarks about the Palestinians, Prime Minister Netanyahu was quick to respond, distancing himself and his government from the remarks: “These things do not reflect PM Nethanyahu’s approach, nor do they reflect the position of Israel’s government. Israel is coming to the negotiations when it is willing to move forward to an agreement with the Palestinians that will end the conflict and will secure peace, security and good neighboring between the two peoples.”

PA: Give us a State or It's War
by Maayana Miskin

Senior Palestinian Authority negotiator Nabil Shaath has announced that the PA will never accept Israel as a Jewish state. In addition, he threatened war if the PA fails to obtain its demands through negotiations, saying, “A Palestinian state will arise, either through negotiations or through armed resistance.”
The Arab League voted last week to support PA Chairman Abbas' refusal to recognize Israel as Jewish.
Shaath said that recognizing Israel as Jewish state would undermine the PA's demand for the “right of return,” which would grant Israeli citizenship to the millions of descendants of Arab who fled Israel during its War of Independence.
He also claimed that accepting a Jewish state “will directly threaten the Muslim and Christian Palestinians in Israel.”
The PA has demanded that no Jewish residents remain in the territory it claims as the location of a future Arab state, including any Israelis in Judea and Samaria who would be willing to become PA citizens. Arab leaders in the PA and elsewhere have insisted that Israel cease all construction for Judea and Samaria Jews in order for negotiations to proceed.
Egyptian President Hosni Mubarak backed the PA view in an interview with Channel 1 broadcast Saturday night. “I say to Israeli citizens, including Jews, Muslims and others, that there is no such thing as a state in which all the citizens are Jews,” he said.
While the Arab League and Mubarak argued against labeling a state “Jewish,” many Arab League nations – among them Saudi Arabia, Yemen, and Libya – are officially Muslim countries. In Syria the president is required by law to be a Muslim, and the same is true for the Prime Minister of Lebanon.

Palestijns rechtssysteem
http://video.google.com/videoplay?docid=-1127653652241016730#

Radicale imams prediken vernietiging vijanden islam
14-06-2002
